They were asked to name the overrated and underrated coaches in the game today.Those questions, however, didn’t bring about the most-controversial take. No, that belonged to one coach ripping Nick Saban and saying that anyone can win with the best players.That itself is a hot take. Downtown Portland isn’t known for its must-see destinations. Other than a few great restaurants, it’s not on anyone’s go-to list when visiting the city. You’re more likely to meet other tourists than quirky locals at many of the area watering holes. But that all changed this July with the opening of Punch Bowl Social at the Pioneer Place mall. Locals head here for shenanigans seven days a week.A dining and entertainment concept imported from Denver, Punch Bowl is a behemoth of a space, incorporating nearly the entire third floor of one section of the mall. Mall employees and area workers now have a place to hang after work that isn’t a dive bar or an overpriced hotel chain.The concept is simple: serve hearty fare and classic drinks amid everyone’s favorite American pastimes. You can choose to bowl in one of two sections, or try your hand at shuffleboard, ping pong, Ms. PacMan, marbles or foosball. Sprinkle in a little karaoke and you’ve got yourself a winning concept. The 24,000-square-foot Denver location became a huge hit as soon as it opened in early 2013, thanks to a strong word-of-mouth and an egalitarian flavor. The same attitude drives the Portland location, although a few kinks need to be ironed out: the staff is sometimes lost or discombobulated, drinks are hit or miss (the coconut capirinha was particularly off-putting) and some of the food items don’t work in Portland (I am looking at you Pacific Northwest Chowder).Bowling for fun at Punch Bowl Social.But other things do work. The games are entertaining and harken back to your childhood. The two karaoke rooms are usually empty on a weeknight so it’s easy to sing to your heart’s content—the staff doesn’t frown upon solo singers like myself taking a turn at the mike. Daryl Vaz, made the disclosure during a statement to the House of Representatives on Tuesday (February 5).The forthcoming scheme is intended to reduce littering and encourage recycling.“The deposit refund scheme will allow for the application of a deposit on plastic bottles placed on the market and a cash rebate to the consumer on the return of these bottles to designated redemption centres across the island,” Mr. Vaz said.“This scheme will be implemented by a reconstituted Recycling Partners Jamaica Limited,” he added.He informed that participating members of the private sector have instituted a self-imposed cess of $1 per bottle, to start, which will see an initial private-sector investment of $850 million in the first year.Mr. Vaz said the funds will be used to establish collection points, purchase trucks to increase collection capacity, and fund an expanded education campaign.He informed that there is a proposal to move the $1 deposit per bottle to $3 deposit per bottle by September 2019.Prime Minister, the Most Hon. Andrew Holness, in his contribution to the 2018/19 Budget Debate, had announced the Administration’s intention to support the proposal for the deposit refund scheme submitted by the private sector.The Government has charged the private-sector partners to ensure that the scheme is fully operationalised early in the 2019/20 financial year; that the requisite infrastructure is in place to facilitate effective implementation, including the siting of redemption centres to allow for ease of return of bottles by consumers; and that a plastic bottle recovery rate of at least 85 per cent is achieved within the next four years of implementation.Additionally, the deposit refund scheme must be supported by a comprehensive and sustained national public education and awareness programme.“The Government will monitor the implementation of the deposit refund scheme to ensure accountability and transparency, and if deemed necessary, promulgate legislation to govern the scheme. Unrefunded deposits will be used to maintain the deposit refund scheme as well as provide support to the National Solid Waste Management Authority (NSWMA) in its efforts to improve the island’s waste management infrastructure,” Mr. Vaz said.He told the House that plastic bottles, once collected, present an excellent opportunity for recyclers to catalyse economic activity, particularly at the micro and small levels, by designing and producing products for local and regional consumption.Plastics, by their chemical characteristics, take decades, in some cases thousands of years, to degrade in the environment.Hence, collection of plastics for disposal at landfills is not a sustainable solution in the long-term, particularly for small island developing states such as Jamaica, where land is a scarce and is an extremely valuable resource. Minister of Youth and Culture, Hon. Lisa Hanna has announced measures by her ministry to address the welfare of juveniles remanded to correctional centres. Minister Hanna issued the statement following a visit, along with a team of child care practitioners and psychiatrists, to the juvenile sections of the Fort Augusta Correctional Centre in St. Catherine and the Horizon Remand Centre in Kingston on Sunday (January 13). The Minister says she has instructed the Child Development Agency (CDA) to work with the Department of Correctional Services (DCS) in the Ministry of National Security to do case work for the remanded juveniles. This will include the CDA seeking the review of court orders which confine children to correctional institutions for excessively long periods for uncontrollable behaviour. The decision is in keeping with a previous commitment by the Minister to work with the Ministry of Justice for the introduction of a broader range of sentencing options for juveniles apart from incarceration. Minister Hanna says she has already started discussions with the Minister of Health, Hon. Dr. Fenton Ferguson and with National Security Minister Hon. Peter Bunting to have more psychiatrists, counsellors and other child health professionals available to serve juveniles in the justice system. The youth minister has also discussed with the Minister of Education, Hon. Ronald Thwaites, measures to improve and extend formal education and skills training for children in correctional centres. During Sunday’s visit, Minister Hanna spoke at length with 39 young women housed in juveniles-only dormitories at Fort Augusta and 17 at the Horizon Remand Centre. She says the need is urgent for the construction of a facility to house female juveniles adding that she is pursuing the matter at the Cabinet level. Minister Hanna added that the creation of a model child health facility dedicated to behaviour modification and the therapeutic treatment and care of juveniles in State care, was high on the agenda of her Ministry. The team which accompanied the Minister on her visit to the facilities included the president of the Medical Association of Jamaica and noted psychiatrist, Dr. Aggrey Irons; psychiatrist Dr. Myo Kyaw Oo, who currently works with the juveniles in incarceration; chief executive officer of the CDA, Mrs. Carla Francis Edie; Ms. Beverly McHugh, a social worker with the CDA; acting permanent secretary in the Ministry of Youth and Culture, Mr. Sydney Bartley; and Commissioner of Corrections Lt. Col. Sean Prendergast. The visit forms part of the Minister’s islandwide tour of children’s homes, places of safety and juvenile correctional centres. Recently she visited the Homestead Place of Safety in St. Andrew and the Rio Cobre Juvenile Correctional Centre in St. Catherine.
The Parent-School Partnerships for Improved Literacy Outcomes Project has received an allocation of $21.37 million in the 2013/14 Estimates of Expenditure, now before the House of Representatives. The project, being implemented by the Ministry of Education through funding from the United States Agency for International Development (USAID), seeks to increase parental involvement in improving reading skills among Grade 1 students at 60 selected primary and all age schools. It is anticipated that for this fiscal year under the project, training materials will be developed; teachers and principals will be trained; school libraries will be established or improved; parent places in 60 schools will be established; and parent engagement workshops will be hosted. Physical achievements originally envisaged include: providing parents with the necessary training and support for positive parent/child home literacy activities, such as increasing the frequency for parent-child home discussions around reading activities; and contributing to the development of quality support systems for parents. It was also originally anticipated that the Parent Teachers Associations (PTAs) would be established and strengthened in participating schools, in order to facilitate home literacy activities. The governance structures in project schools would have embraced the active participation of parents and community stakeholders. Daryl Vaz, said the Administration welcomes innovative financing schemes like DAGS that assist SMEs to realise their full potential.He noted that over the years, DAGS has provided Jamaican firms with the largest number of grants among the 15 Forum of Caribbean States (CARIFORUM) countries eligible under the scheme.Speaking at a DAGS sensitisation workshop at the Terra Nova All-Suite Hotel in St. Andrew on Wednesday (May 2), Minister Vaz said through the scheme, several local businesses, mainly in the areas of manufacturing and agro processing, have been given the opportunity to improve their business processes.He informed that funding is also available for energy-efficiency and renewable-energy initiatives, which is a “big plus” for Jamaica.“As a country, we are moving towards the implementation of green economy policies through increased investment in renewable-energy projects. Green Jamaican businesses will provide a robust engine for economic growth and job creation, which is a vital strategy for the elimination of poverty and provide a pathway to prosperity for our people and our country,” he said.Executive Director of CEDA, Pamela Coke Hamilton, said DAGS is one of the agency’s flagship programmes aimed at promoting and supporting private-sector development in the region.She noted that companies have used the grant to, among other things, update their equipment, meet international food-safety standards, participate in international trade shows, improve their packaging and branding and to protect their intellectual property rights.In his remarks, Counsellor, Head of Cooperation, European Union Delegation to Jamaica, Belize, Turks and Caicos Islands, The Bahamas and the Cayman Islands, Ricard Divins, said the EU is pleased to continue its partnership with CEDA in the execution of the latest round of DAGS.He informed that the workshop is intended to improve the quality of the proposals to be submitted in order to enhance the firms’ chances of being awarded a grant contract.“Emphasis is also being placed on proper document management to ensure a quick reimbursement process. CEDA and its partner business support organisations (BSOs) are also committed to providing as much technical support as possible during the implementation of the grant contract,” he said.DAGS is a reimbursable grant scheme, which allows recipients to be reimbursed up to a maximum of 70 per cent of the total project value, which is capped at €50,000. The minimum grant amount that can be applied for is €10,000.Grant funding totalling €2.9 million has been awarded to 162 Jamaican firms under the scheme since 2008.
